11. Spending plans are not approved at the regional level or formally. Local authorities and CCMs should ensure that strong local governance is in place to oversee BCF funds. These include the contribution of funds to a pool fund, which is governed by an agreement under Section 75 of the NHS Act 2006, with an appropriate governance structure, which is prohibited at HWB. The road to this agreement has not been easy, with the publication of draft service specifications in December 2019. This has raised serious concerns about what could reasonably be expected from general practice, which calls into question the future of the primary procurement network model. This updated contract responded to the significant reactions of family physicians and other stakeholders, as well as the need to meet the new government`s clear commitment of an additional 50 million appointments in family physicians` offices to improve access to general practice. 2. At the beginning of the year, the Health and Welfare Committees were informed that the BCF`s planning guidelines and requirements would not be published during the first response to the COVID 19 pandemic and that they should prioritize continuity of supply, social assistance capacity and systemic resilience and expenditures from BCF funds delineated on the basis of a local agreement between 2020 and 2021, pending further guidelines. Given the continued pressure on the systems, the ministries and NHS England and NHS Improvement have agreed that formal BCF plans will not have to be submitted for NHS England and NHS Improvement approval in the years 2020 to 2021. 3.
However, the HWB zones must ensure that the use of mandatory financial contributions (minimum contribution from the Clinical Commission Group (CCG), the improvement of the grant to the Fund for The Improvement of Care (IBCF) and that for institutions for the disabled) have been the subject of written agreement and that national conditions are met. 13. Better Care Managers (BCMs) will be able to advise domains on these terms. If an HWB is unable to confirm consent and compliance with any of the above points, the area must notify its BCM. Assistance and advice will be available and the National Better Care Fund team will be able to order external assistance to agree, if necessary, on the use of the funds.
